scholars from all muslim countries are equally qualified.

you really should be more specific....but in general it's easier to meet the scholars than to get a response over email for example...the general Mufti of saudi arabia has an open door policy...people get together and pay him a home visit (he lives in riyadh btw) and discuss whatever they want...he puts away a couple of hours specially for that...

many other scholars in mecca, medinah and all over has a similar policy...so if you're in saudi arabia, ask around and plan a weekend trip to the scholar of your choice...
