I think what you actually mean is that homelessness is BECOMING (or has become) a more serious problem because industry is being moved offshore.  Logically, what makes homelessness a more serious problem is: 1) what increases the amount of homelessness (e.g., it is more difficult to have a home or more difficult to afford a housing) and 2) what decreases the quality of homelessness (e.g., poorer living conditions on the street and fewer resources to cope with homelessness).
