Can anybody tell me what laws there is for setting up an ice cream trailer in spain near the beach?

The laws will differ in every province. The best idea is to come to Spain and seek the advice of an Abogado (Lawyer). Many locals are allowed to sell their own produce like oranges at the side of the road in my province, that being Andalucia, but it will really depend on whether the police will allow you to do it. If you are at a tourist resort you will find local businesses selling ice cream will object. If they do then I doubt you'd be allowed to continue.
