Can anyone, including civilians test rockets and air craft at the mojave air and space port.?

The Mojave facility is a civilian air- and spaceport.  Anyone is eligible to conduct flight test operations there, but the facility management must agree to your operations.

Testing air and space technology requires permissions and licenses from the FAA, if conducted within, into, or out of United States airspace.
