Can anyone Gamble on international water?(more)?

Question

I heard that you have to be at least 20 miles from land to start gambling. but is there an age limit to gamble?

When you are on a boat, you are all alone on a boat with nobody to help you, there is no casino commission that follows you aroudn on another boat, its just you, and the peopel that own the boat.

Gambling on  boats is very risky buisness, i have heard many a storied of people being cheated in ways that they should not be cheated, such as the house claiming that a payout is over a maximum when there is no specified table max payout.

Im not sure how the law effects the gambling age, my guess is that its up to the company or person that owns the boat, if its an american owned casino boat chances are the ages follow closely with the ages in the us, just so that the company doesnt give itself a rep for promoting underage gambling.
