  1. I would start by contacting your state's Governor's Office and ask if there is a regulatory committee that governs convention centers in your state.  Most likely not, but it wouldn't hurt to ask.

    Then you contact your city zoning and planning board to get the regulations on where you can build your convention center.  You will probably have to apply for a permit for your convention center separate from the actual building permit.  They should also be able to help answer questions about parking capacity laws, occupancy laws, and public disturbance laws which will all affect your business.

    Once you have architectural plans, you will want to visit your local fire chief to review the fire and safety laws for your state.  He will be able to tell you how many fire exits, how many fire extinguishers, room capacity, electrical wiring issues, types of doors permitted, type of sprinkler system required, etc....

    For general "what makes a convention center" you'll want to find an architect that has experience designing convention centers.  Google search should do the trick for this one if you don't live in a large metro area.

    Also, call around to other convention centers in the US and ask questions.  The manager should be able to direct you to industry resources for more information.
