Can anyone apply for a scholarship from other country?

Do you know of a contact person or someone I can write a request for a scholarship for a talented blind child. Back home we don't have programs for special children from less priviledge families...Please?The child is so smart and learned to play piano by himself since 3 years old, now he is 10.

There are many state sponsored schools for the Deaf and Blind. however, many of them require you to be a resident of the state, such as the Florida School for the Deaf and Blind in St. Augustine, FL.  this school in particular is state funded and does not require any "scholarship" to go.
