Can anyone clarify,or make sence of why some the DMV's in Southern Ca were closed yesterday& what caused this?

Yesterday people tried to go to the DMV, but they were not letting anyone in, except for about 5 people per hour and the staff had the doors locked, and they weren't clear, they just kept saying that the Governor signed some paper yesterday and that is why the workers were not letting anyone in? This was at a DMV office in Southern California.

it was a protest vote against the governor, what better way to send him a message, than true DMV,
