Yes, there are at least two approaches you could take.  One way is to make the reward different than the odds of getting a winning combination.  An example is to have an eleven person game, with each player assigned a number 2 through 12.  Toss two dice.  The person assigned the number matching the total on the dice is the winner.  As is well known, the player with number 7 would win the most frequently, while the players with 2 and 12 would fare the worst.

    Another approach is to make a rule that favors either the first or last person to play.  For example, two people could play a game similar to blackjack with one dice.  The players repeatedly throw a dice and keep track of their running totals.  The first player to 21 without going over is the winner.  If they tie, they split the pot.  The game would be fair if both players have to throw simultaneously, but the second player has an advantage if they take turns.  He will frequently be in a position to know that the first person has already busted and not need to throw again.

    About 4999 years ago people were making loaded dice.

    Yeah, if there's a way to cheat, people will do it.

    Especially if there's money to be gained.
