  1. you need to work with the local aviation authorities. in the u.s. this is the faa.

  2. Read the book "October Sky" by Homer Hickam for a great story about how one young man tried. (True story)  The book was made into a half-decent movie with the same name but the movie doesn't really show much about the difficulties faced during the process..

  3. Basically, the government "owns" the skies above the United States, and anything you try to put through there needs a government permit.

There is a competition to be the first to put a privately-funded manned spacecraft into "space".  I THINK it is called "The X Prize" (google it).

I think one of the criteria is that the craft must go at least 100 miles high.  That is what they consider to be the "limit of space".  anything les than that and you are not really "in space".

From a more practical standpoint, there is a group of hobbyist called High Power Rocketeers.  These are similar to the little Estes rockets, but High Power Rockets are MUCH bigger!  These hobbyist use the same fuel as used in the space shuttle SRBs (amonium perchlorate). Some of their engines can put a 120 rocket about 2.5 miles high.

All of these hobbyist have explosive permits from the government, and they gather at places like  the dry lake beds in California to fly.

  4. I'll assume you mean private citizens. There's a guy trying, his name is Brian Walker. He made a fortune creating and selling toys. He built a rocket in his back  yard and is trying to launch, getting permits etc. but from what I've seen he has a long ways to gohttp://www.space.com/businesstechnology/...

Then of course theres the x-prize winner, click on this link:http://www.scaled.com/projects/tierone/0...

  5.   If you have the money you can do it.
