    Apart from the 7 State capitals there are many other large cities. Each has different local rules and regulations, as well as a huge variation in prices.

    You'd need to decide what city you want to be in, and in the case of smaller cities, whether your type of business would have enough potential customers. Then you can narrow it down to which part of the city concerned.

    If you just want to buy a shop building as an investment, you should go to real estate companies that specialise in investment buildings. The industry is fairly well controlled, so they will all be legitimate.

    There are some controls on foreign investments, details of which you could check with the Australian Embassy,  Consulate or Trade Office in your country.
