Can anyone give me advice on changing my Monarch Deck (Yu-Gi-Oh)?

Blast held by a tribute is quite a good trap card and has helped me a few times. It works the same as mirror force but is activated when a tribute summon monster attacks. I would definately keep the old vindictive magician though as if your opponent gets a very strong monster out, it will be an invaluable card

First of all, don't listen to those other people telling you to add banned cards in your deck.  Either they don't know anything about Yu-Gi-Oh or play by Traditional rules.  From the looks of it you play by Advanced format.  My very first tournament-worthy deck was a Monarch deck, so I know a little about it.  lol.  The first thing I noticed was the Monarchs you run.  The best thing is to try to stick with a specific strategy that you would like to run.  Me, personally, I like to add in 3 each of the 2 best Monarchs.  It usually ends up being 3 Caius, and either 3 Zaborg or 3 Mobius.  If you'd prefer hand control, then 3 Thestalos is a good choice.  Just whatever you do stay away from Granmarg as it is the worst Monarch.  I usually run 7 Monarchs.  They would be 3 Caius, 3 Zaborg/Mobius, and 1 Raiza.  The next thing I noticed was the lack of special summonings you have.  I would remove the Apprentice Engine (2 Apprentice, 1 Seer, 1 Old Vindictive), the Grand Mole, and the Deep Diver.  Add another Cyber Dragon, and another Spell Striker.  The rest is up to you.  It all depends on your preference of cards.  I use Hydrogeddons and Nimble Momongas in my deck.  Maybe add another Soul Exchange or Fires of Doomsday or a Fiends Sanctuary.  Traps could use a bit of works, but not much as they seem good enough.  Hope this helps.

ok firstly i would say stick to the good monarchs try two of: cauis, zarborg and mobius they have the best effects. Next i would recommend doubling up on the following:

Next cut out

enemy controller

smashing ground

Add in

Man eater bug

harpers feather duster

magic cyclinder

neo spacian grand mole

that should help to make this deck a bit more consistant
