You do outreach through speaking to community groups, business and professionals associations, communities of faith (churches, temples and mosques), the media, etc. You invite them and government and business representatives, nonprofit organizations, universities, schools, etc. to onsite events. You build a web site. You put up profiles on MySpace and FaceBook. You attend events by other organizations. You send out press releases. And on and on...
