As Carol said, you can only download them through the Edexcel site if you enter your centre number.  You can download Specimen exam papers without the centre number at:

Just select the maths syllabus you are doing.

Only on the Edexcel website - to get onto assessment material for past papers you will have to log in to Edexcel by using your school's centre number first
