this funky bug is black with a yellowish ring around the back. Please HELP!!

It's an aphid.

It's a lady bug.

This is a true bug, belonging to the order hemiptera.  Without closer examination I can not identify the family.  If it is an adult it may be a Largid bug.  If it is a juvenile it could be any number of bugs.
