It's probably a telemarketer. The next time they call tell them to take your number off their calling list and they should stop calling.

if the same number rings again, pick up the phone and ask "May I know who you are?". that's too simple. if telemarketers, you can just say, "sorry, i'm busy now and not a bit interested in your business offer". if you can't stand the annoying calls, request a call blocker from your provider. problem solved.

Call the number back and ask.

It is a cell phone.  If you go to the URL provided below and enter the number, you can then click on the "found in public records" link which will open a page with the initial data.  To get more information you'll have to spend about $5.  Since I'm not that interested, I didn't, but you might want to.
