Well you cant find arcues unless you go to a nintendo event. or use an action replay

Sup. You need a Pokemon event. And when you get the event, you must head to the Pokemart and there would be a guy waiting for you there. Talk to him and he would give you a Azure Flute. Head to Mt. Coronet where Dialga was. and use the Azure Flute. Right there as soon as you step in the Spear Pillar, use the Azure Flute. The ground will be shaking and you will see a set of stairs. Go up there and you will see the legendary Pokemon Arceus. Hope I helped. Goodbye.
