It just looks like she has applied hair wax or pomade to the bangs.  The trick isn't in the cut.  It is a basic, textured bang, with product applied.  Give it a try.

if you dont have time to go to a hair dresser like all these jerks are saying then heres what you do:

1. let your hair dry (natural or blow dry is fine)

2. take a ceramic 1 inch flat iron (or any!) and straighten them.

3. seperate bangs into 3 sections and spray each with hairspray seperately. they should stay in 3 dif. places bu if they dont at first then seperate them with your fingers again.

if you currently have bangs you'll need to get them cut that way. take that picture to your hair dresser and have her cut them like that. As far as styling you'll need a flat iron to straighten them and some pomade or wax to put on the tips to create that piecey look.
