Depends on where you are located.  It is not necessary to meet face-to-face with your designer but often it makes the communication easier.  I'm from Vancouver, Canada and I have worked with some excellent designers in this area (I am not a designer).

You should check out free graphic designs they can do your logo and advertisements but not your website.
