Rarely do the nations adhere to them.  & many times even the UN leaders help them violate them.

See, thats a good question but there is a problem to it as it takes long time for the sanctions to show there effect. For Example, in the cases of Libya and in North Korea it would say it worked as the sanctions or more of economical related, the effect would takes ages depending how good the economy is doing in the country on which the sanctions has been laid and how well the countries that are supposed to watch it has been looking into it,It would take a long time for the sanctions to take effect. so its almost as if they are not working.
