Can anyone open their own museum?

Yes. All you need is a business license, a building to put the museum in, and objects for the museum.

Yes, I have turned my apartment into a museum of dirty socks and dishes.  They are eclecticly arranged in a discordant visual cacophany.  It is way ahead of it's time because most visitors don't appreciate it. Maybe if I charged a lot of money to come to my apartment I could get recognition from critics and even a government grant from the endowment to the arts.  I have one arrangement of dirty clothes that is a dicotomy  between Obama and excrement.
