  1. Yes. It was the repealling of the Glass-Stegall act of 1933, which were designed to control speculation.

    I believe the name of the act that repealled it in 1999 was the Gramm-Leach-Bliley Act.

    The deregulation allowed banks to make NINA (no income, no assets) loans which they shouldn't have been making.
