It basically means that you can do anything. If your hand did something as simple as rock a cradle, it can rock the world.

nursing children and bringing them up into perfect human beings is a very challenging and worthy task if one can accomplish that he can look after[rule] the world as well

I believe that it means that if you nurture children you control the destiny of the world because they control the future.

Cradle might be symbolizing a baby or a child. Rocking it means nurturing and raising the child into a person.. into "somebody".. maybe that somebody could be a soldier who saves the country.. or a president who leads.. or a scientist or a mathematician who gives pride.. or a hero.. or whatever the child can be.

then you can say that you "ruled the world" because you were the one who "created" that person... or  rather make him the person he is. ^_^

hi firstly the proverb is-The hand that rocks the cradle (rules the world).                                                                                       which means women are very powerful because they have most influence over the way in which children develop into adults. As women are those who rocks the cradle and so they rule the world.
