Not quite at Torquay but about 8 miles away at Avonwick called the Turtley Cornmill.  Lovely setting, you can book or just turn up.  First class food.

I can definitely recommend the Kim Long on Bradens Hill Road West, it's on the raised bit at the top of Fleet Street, the main shopping street. It is a Chinese/Vietnamese restaurant, quite small but really great food. When I go down to Torquay from London I always go in Kim Long, it's run by a lady who always seems cheerful and has a word with everyone. Don't be scared to ask for her recommendations or what is the best food of the day she is really helpful.
