Can anyone recommend a SILENT pc power supply (400W)?

I got built a PC but the power supply is really noisy. A friend bought a Dell and it is silent! I want to change the power supply with a decent silent one.

Depending on how old it is depends on the noise. Mine is about seven years old and still only makes a low hum in the background. However some of the noise is caused by the airflow over the fan's blades being disrupted by the amount of muck and dirt on them. Have you tried cleaning them off?

They really only get noisy is when the bearings start to go. Can you wobble the shaft?

You'll want something passively cooled.
