You're certainly not in a very nice neighborhood.  If you go down the Rue de Rome toward Gare St. Lazare, you'll find lots of smaller places, there's one I like across from the Gare on that had "all you can eat" carpaccio. Maybe you can get a commuter train from Pont Cardinet to St. Lazare. Alternatively, there are some very elegant places near Parc Monceau.

You´re in Paris!  You could be eating shoe leather from a cart and it would be romantic!  

If you really want to blow a wad, like, $300 - 400 pp there's the Tour D´Argent.  Maxim´s.  I never found a price list on them, and there's always the ultra-Parisian experience, dinner and a show at the Moulin Rouge (maybe burlesque isn't your idea of romantic, but I don't think it's too bad, really) a bargain at about $70 - 100 pp.  Or the cute little bistro down the road would be a whole lot more economical, and, I think, just as romantic, because YOU'RE IN PARIS!!!
