Do the signs of flirting (e.g. communicating interest in someone of the opposite gender) vary from culture to culture (or even from group to group, such as hearing impaired vs. normal hearing having different norms) or do you think they're universal?

Of course different cultures have different opinions on what is attractive.  For example, The Kayan wear brass neck rings to elongate their neck because they consider an elongated neck to be s**y.  One survey found that Hinduism suggests that beauty is demonstrated through a woman's actions and behaviors, and is admired more when reserved.  So you see, different culture = different beauty standards.
