There is no BSNL in Delhi. It is MTNL. If number you have is of MTNL landline (comprising 8 digits starting with 2) you can go to search on the online directory of MTNL. Link is given below:

If number is of mobile phone or any service other than MTNL, you can not know the name of owner on the internet.
