Can anyone tell if this letter can interpreted as a suicide note???

I’d like to say goodbye to everybody and thanks for the good times and great memories. My mission is complete. It’s not easy to have it all and then one day your world begins to gradually crumble before your eyes. It’s been a very rough life, but throughout the years there was always hope for a better future…..and now that‘s gone too. Everything’s gone and all my dreams have been torn apart but today my luck will change for the better as I embark on a journey of eternal peace and happiness.

I would think so.  If you are the recipient of this letter, I would go to this person right away and do not leave this person alone.  Get help to your local hospital, police or whoever you can find.  Do NOT leave this person alone.

If you are the writer of this letter please know that even when things seems to be at their very lowest in life, it always turns around.  There are people out their to help you.  Depression and desperation are very treatable.

Your life is worth it, think of anything, anything at all that you cherish and make yourself do one more step, if not for you, do it for the thing or person that you cherish.

Sounds like it could be a good-bye type of note.  Whether it is a suicide note or something else is harder to guess.
