  1. It's all based on quality of service and amenities offered. As far as hotels, all use some sort of rating system... whether it's stars or diamonds or shamrocks. That rating system is attached to a standard set of criteria established by the rater and based on the level and quantity of amenities and services offered at the establishment.

1 symbol usually means very basic services and no-frills accommodations. For the very budget minded traveler.

2 symbols means the place offers a little more than basic accommodations. There are some enhanced features in decor or amenities.

3 symbols are more enhanced and offer a more specific style of service. Properties are enhanced with perhaps a pool, sauna, continental breakfast, etc

4 symbols means the property is more refined and stylish. Physical attributes are more upscale in quality, degree of hospitality and attention to detail.

5 symbols means the establishment provides the ultimate in everything... luxury and sophistication. Service is meticulous, maintaining exceptional standards of service, extensive personalized serves and first-class comfort and accomodations.

In these symbols they are rated for security as well... if there are deadbolts on the doors, lock bars on sliding doors, fire alarms, sprinkler systems the points are effected. Types of furnishing are also considered... down pillows as opposed to polyester, duvets, coffee pots, flat screen tvs are all factored into the 'quality' aspect of decor.

Restaurants would apply this same type of system but in terms of: the quality of the food they offer, the degree of complexity in the preparation, the ambiance of the establishment and quality of service they provide.

    Hope this helps...

  2. The smell.  One star means that you might want to bring your own air freshener and a vacuum.  Five star means that they hire someone illegally living in the basement of the one star place to hitch a ride across the tracks to fluff your pillows and take out the trash.
