Can anyone tell me how i can text to a cell phone even if yahoo sms messaging says i cant?

I'm afraid you can't.  There are cells in existance still that do not have text messaging capability.  You'll have to voice call them.

What you probably need to do is have that person sign up their phone for mobile messaging.

They are probably not doing the text messaging.

My suggestion is send them a message to their email.

You can message each other using
