  1. you have to drop the tank down a little bit to do this but not all the way then remove the factory clamps that hold the filler neck on ,make sure you clean all around the whole area where the hose goes before you remove the old one,and also remove the screws that hold the top of the neck on,then remove it and replace it with the new one,put the tank back up and tighten all the hoses down real good on it,and your done,be sure and tighten the screws at the top of the filer neck also, take your time with this one and don't get in a hurry, its real easy to forget to tighten something up on it and that you don't want to do,go over everything you had to loosen to get it off, good luck with it.

  2. First, you 98 neon shouldn't have a steel tank.  Chrysler went to a plastic tank in the middle of the 1996 model year.  There are suppose to be two different filler necks.  One for metal tanks, the other for plastic.

You shouldn't have to drop the tank down a bit to replace the filler neck.

You need to lift the rear of the car.  You will see a rubber coupler holding the filler neck to the tank.  Loosen both clamps.  Also unscrew the filler neck from behind the gas cap.  Unbolt the ground cable. You should be able to pop out the black retain there.  That should give you plenty of wiggle room to move the filler necks around to remove.

My 95 neon had a rotted out fuel tank.  I upgraded using a 98 plastic fuel tank, straps, filler neck and black filler part where the gas cap goes.
