Can anyone tell me if a landowner can raise your rent and ask for a deposit for the apartment your renting?

I am renting a one bedroom apartment and the landowner said that because a recent tenant left their apartment they require a deposit of $650. I have lived in that apartment for three years and this is the second time she does this. I want to know if this is legal? Please keep in mind that I am a good tenant I pay the rent on time and I keep my apartment clean. And I hardly speak to the neighbors because I am hardly home....Can someone tell me if this is legal in California.

  2. YES AND YES.........her place, her land !!!! but seriously i don't know if there is a law against it or not? if there isn't, there should be !!!!! contact someone that knows about law in your area/county in ca. and good luck !
