Can anyone tell me if there is a special tool to make a tiny hole in shells?

~ I use a dremel with fine bit for breakable items.

if you have a rotary tool they sometimes come with very fine drill bits. you could try one of those

There are very small drill bits available, a homecenter will be able to help you find what you need.
