Can anyone tell me if this is a virus and/or how to fix this?

When I boot up my computer with Vista as the OS, when I try to open up an Internet browser or Windows Explorer, the window quickly maximizes and restores real fast, making it feel like watching a strobe light and I'm unable to do anything except close the window and restart it to have it do the same thing. It seems to go away after 5-10 minutes of fooling around but I have no idea why. Multiple virus scans using McAfee don't detect anything, any restore points before last night are not showing up (hmmm), and I can't find anything on the Internet where someone's complaining of similar symptoms.

Any help in diagnosis and/or fixing this would be greatly appreciated.

If your using IE 7 then open the tools and under internet options you must default every security setting.  Click on each zone and reset to defaults, clear the ssl state cashe, and reset IE to defaults under the advanced tab.  If this doesn't help then check out this site http://www.nicklockard.com
