The first match including the opening ceremonies is France vs Argentina on September 7th at 21:00 local time in St. Denis.

It'll be on 7 September 2007 at the Stade de France in Paris.  I don't know the exact time, but the first match kicks off at 9pm local time, so it'll be before then.
