Can anyone tell me the easiest way to put a file upload box on my site for people to upload images??

I need a file upload box so that people can upload pics to my website but I don't know javascript. I need one to allow only 1 pic to be uploaded and I need 1 to allow up to 3 pics to be uploaded. I've used a web building program "WEB CREATOR PRO 4" so i've made forms but need to include the file upload box (which the program doesnt have) so when the form is submitted, an uploaded picture will be submitted with it. Can anyone help??
