Can anyone tell me what book this was?

The first book I read in Jr.High was really interesting,but now I can't remember what it was called or who wrote it.

It was told mainly through a teenage(?) girl,and I remember thinking the tense of the whole book was just..strange.

Her mother ran off at one point,leaving her with an older man,and then,when her mother came back she was convinced that this man had molested her daughter,but nothing ever came of it.

Also,the cover of the book was white,and had a vague outline of a girl with short choppy hair on it.

Any suggestions?
