Question:

Can anyone tell me - what is the role of New Orleans mayor?

I am writing my dissertation on public housing in New Orleans and just can't find out what the mayors relationship to Louisiana governor or to other local political parties is. Are there any good sites to go on to find out?

  4. I heard through someone who is from there that this is a position awarded to anyone who raises the most money within the month of April (every 3 yrs). The money goes toward the city.  Many bafoons win because of the entertaining things they do to raise money.  When Katrina hit- they felt the seriosness of this position as the man they had elected was a street entertainer as a  "1 man trash can band" w/ an 8th grd education.

  5. New Orleans has a fairly standard Mayor/Council municipal government that is similar to the arrangement in other older American cities.

    The City Council consists of 7 members - 5 District representatives (elected via district-specific ballots)  and 2 members-at-large (elected on citywide ballots).  The Council acts as the Legislature and its relationship to the Mayor is similar to that of the Governor and the State Legislature.

    The Mayor is elected (4 year terms) and acts as the Executive. He appoints all of the department heads (police, fire, health, etc.) and also appoints a Chief Administrative Officer.  The CAO acts in many ways like a "city manager", but is not an office independent from the Mayor.

    New Orleans is somewhat unusual in that the Parish of Orleans (Louisiana calls counties "parishes") is 100% incorporated as the City of New Orleans.   That means there is no county-level government and the Mayor is the senior elected official and the senior law enforcement official for both the Parish and the City.

    There are some county-level organizations, such as the School Board, the District Attorney, and the two Sheriffs (the office is split into civil and criminal offices) . However, they are not in positions of authority over the Mayor.  That is stipulated in the City's Home Rule Charter, which is incorporated into the State's constitution.  The Home Rule Charter is like a constitution.

    I don't know what you mean by the Mayor's relationship with the Governor or to "other political parties".
