It's one of the many Spirea which one I cant tell by the photo.

If you look at this link you will see there are so many species of spirea it will take a botonatist to tell the exact difference.

I believe it is a Burkwood Viburnum. The flowers are very similar but the leaves are different than the spirea. It's difficult to tell from a picture. :)
