It looks Japanese.

if you look at the swords they look like samurai swords.

and have funny hair like Japanese.Chinese had long ponytails. (back then )

I would send the picture to antique road show. they would surely have a response. It is very pretty.

It does not look that old. If it has "CHINA" written on it , it is definitely not old because anything pre mid 20th century would have Chinese characters on it, not the Western alphabet..

If it is brass I reckon its a repro of some kind of warming pan, possibly something that would be used to put hot embers in to warm a carriage or bed.
