  1. You can start an IRA right now and have it open by the end of the day.  Go to Vanguard.com or Fidelity.com or TIAA-cref.org.  Those are all great companies with good choices that generally won't rip you off with high fees.

  2. If you have a full time job, the best place is to see what programs your company offer.  Many companies do match employee contributions.  If not, you can go to either your local bank, local financial advisor/broker or contact one of the more reputiable companies (Vanguard and Fidelity come to mind).  What these companies offer are very important but the more important question should be will what they offer be reliable enough to suit your financial needs and goals for the long run?  I'd suggest for you to really take a good look at your financial house right now and know where you want to go and how you want to build your financial house before you approach any of the vendors.  You really need to know how deep is the foundation to your financial house and how much risk are you willing to take before you start.  Just like building a physical house, you can't build walls and put on a roof until you have a proper, deep and strong foundation.  Then, when you've finally chosen your vendor(s), you also need to know not just each fund's performance but also how much money or expese ratio that will go into managing the funds.  You are on the right track but do understand some of the basic before you start.
