  1. your county or city council will tell you the approved height , its not about length , snigger

  2. yes contact local council ..  You will need clearance on two grounds,    Planning   and building regulations,  They are separate things,  They will advise you if    permission is reqired  ..

  3. local council, it only takes a phone call.

  4. Depends where you are - if in UK you need to check out the regs with your local council. It is possible you don't need consent but there are so many variables it is hard to be any firmer than that. Ditto Building Regulations - which you will need for the electrics at least - it may be below the minimum size at about 15 sq metres. If you are in the US - you will need someone else's opinion.

  5. In the UK you are allowed to construct up to a 70 cubic metres addition to your property, providing it is to the rear of the property, not visible from the highway, max 4 metres high if 1 metre from the boundary & min 5 metres away from the house. 50 cubic metres if a terrace property.

This is roughly the size of a single garage, your studio is less than that, so if it were a garage, it's no problem. However, it is a studio and the planners may treat it as a habitable structure, so better effectively constructing a 'garage' and not using it for the car !
