Xilisoft makes a nice one. You have to pay for it, or hypothetically you could torrent it from somewhere. I'd recommend that one though.

You may google search for PSP video 9, it's a nice video converter for PSP.

I'd prefer using this psp converter, my friends recommend it to me, it's not free, but it works pretty well, I think it deserves the money, and here is a guide about it
