Can anyone tell me where to get this dress?

I don't have a picture of it, so i'll just have to describe it (hopefully someone will know what im talking about!) I saw this girl wearing it..

Ok, it looks like I guess you'd call it a 'shirt dress' since it is straight all the way down. The length is about just above or at the knees. It has a rounded, shallow scoop neck and I think some button details in the front. It has short sleeves and two decorative little pockets in the front. It was like a navy/purple blue. SO pretty! Please help!
