Because Yao is an american import from China. He's an international player swayed by the Rockets to play for their team. Given that, he is still a citizen of that country (China) and represents them in the games.

Even back then Yao is considered by China as a valuable asset that can bridge the gaps between this two competing economic giants. The condition back then is that they will allow Yao to play in the NBA given,

1. That the Rockets allow, Yao to participate on international tournaments where the country will compete.

2. Yao will share half of his salaries to the Chinese government, with the remaining amount to be shared between his former team, the Shanghai Sharks, his trainers and himself.

So you see the amount of sacrifice Yao have to gone through just to play for the NBA, and why the Chinese people love him so much as they surely reward him and his Houston teammates sure seats at the NBA All-Star games.
