Can anyone think of a fabric which is a bit like a (cellophane) sweet wrapper?

I want the (coloured) transparency of it and also the non-absorbency.

It depends alot on what you want to use it for.  Anything that light will fray a lot.  I would go into your local fabric store and show them what you want, they will find you whatever they have that comes  close and you can see if it meets your needs. There are some bridal or gown fabrics that are quite transparent.
