  1. Tallinn, St Petersburg, Stockholm and Helsinki can all be done independently.

  2. We went to the Baltic last May.  Stockholm, Sweden; Copenhagen, Denmark; Tallin, Estonia; and Oslo, Norway you can do independently as they are near the port by cab or walking.  We took the basic city tours in each of these places.  I do recommend the Viking Ship museum in Norway, the Vasser Museum in Sweden and the city tour in Tallin.  Helsinki, Finland you can do on your own but I didn't find anything I would recommend that you go see.  You CANNOT go off on your own in St Petersburg.  When we docked there we were in a regular shipyard rather than a cruise port and only people who had tours booked were allowed off the ship.  When you did get off the ship it was  long bus ride, about 20  minutes, to get to the city proper.  My advice there is take a city tour and go see the Folklike show if it is offered.  Both of these were great.  Warnemude, Germany you can do on your own as it is right at the cruise port but if you want to go to Rostock or Berlin or any other city you need to book a tour.

We went on a Celebrity ship out of Dover, England.  Weather was good for most of the trip, just one day of rain but temps in the 60-70 range most days.

    You will enjoy it.
