  1. Architechs build nothing, just design it.  But otherwise you need the space and it'll have to be a fair size to accomodate air purification system, water storage and purification and recycling system, generator and electrical system and batteries for electrical storage, fuel storage (for generator), food storage, rooms for sleeping, living, cooking etc.

It'll have to be several feet underground and quite thick reinforced concrete with metal lining to stop radiation penetration.  You'll have to decide on when installation of various equipment happens as it'll be hard to move some of it.  It'll take awhile to complete considering the large hole to be dug, the footings placed and the amount of concrete to pour.  Remember this is going to be a house completely underground.  It could be multi-level instead of just spread out  but you must be able to go deep enough.

Can't give you a cost as haven't got that sort of info handy.

  2. An architect doesn't build, a contractor does. The most difficult part besides coming up with the money to pay for materials and whatnot would be getting the permits to build it.

  3. You've left out the one parameter that is probably the most important to answering your question:

          How big is this shelter?

  4. Uuuuhhhhh luvaluva....you kind of left out a few details such as:

    1. How many people are to occupy the shelter?

    2. In what area is the shelter to be built? (i.e., in a dirt, clay, granite, etc. substrate).

    3. Is the area earthquake prone?

    4. Is the area in a flood zone?

The cost, time to build, amount of provisions etc. all depend on these and other factors. Without knowing them it's impossible to give you a correct answer.

  5. One or two points:

Almost ALL atomic bomb shelters are built underground.

The problem with shelters is that the size of the bomb matters. At ground zero, very few shelters will withstand a 50 Megaton bomb anyway (because of ground disruption).

The expense is directly proportionate to the effectiveness of the shelter.

Because of the above, most shelters are based on construction in the outer zones. They are therefore less expensive and less effective. You are going to have to specify just what your shelter has to withstand.

  6. yes, of course they can.

Cost and schedule, you have to consult with the architects and engineers.

It depends on location, size, how deep, in an existing or new structure, food storage, ventilation requirements, strength, etc. Anywhere from US$ 200k to 10M and on up, would  be my guess.
