  1. if your question has to do with the actual installation, and not with the ongoing service, then maybe. some dish installers don't like working in the rain, mostly because they don't want to get wet or get struck by lightening (or fall off a slippery roof).

can a dish be properly POINTED during a rainstorm? maybe.  i've pointed dishes during rainstorms, and it works just fine. it also depends on how heavy the rainfall is.  the heavier the rain, the weaker the signal.

  2. Mostly yes...

In general AT&T Dishnetwork works during the typical rainshowers. However several things can impact this...

    A) Rain will cut into your signal strength.   If your dish is not pointed correctly and you have a weak signal to start with, rain will be a much bigger problem.  Also make sure you have a clear path to the sky.  Trees in your way will also cut into your signal.

    B) Make sure your dish is installed in a sturdy place... Ideally somewhat sheltered from wind.  If you don't have a sturdy installaion, the wind associated with a storm can cause problems as well as the rain.

    C) If you live in the flightpath of a major airport, and you have jets flying over all the time, you may want to consider another option.  (At the very least, make sure you will not be charged if you need to disconnect because your signal drops out every time a plane flys over.)
